New Horizon Europe funding opportunities are here, bringing fresh possibilities for research, industry and innovation across Europe. With millions of euros available and application deadlines approaching, now is the time to explore the calls, find the right partners and start putting proposals together.
Of course, a good project idea is only part of the story. Bringing several organisations together, dividing responsibilities and keeping track of contributions takes some organisation too. That’s where AdminProject can lend a hand, both during proposal preparation and once a project gets underway.
What’s new in Horizon Europe for 2027?
The European Health and Digital Executive Agency (HaDEA) has announced several funding opportunities under Horizon Europe Cluster 4 and related initiatives, covering industrial research, advanced manufacturing, materials, emerging technologies and scientific innovation.
Four calls opened on 13 October 2026, with a common deadline of 2 February 2027.
Here is a closer look at the opportunities.
HORIZON-CL4-2027-01: Leadership in materials and production for Europe
Budget: €224.7 million
Topics: 11
Deadline: 2 February 2027
This is the largest of the newly opened calls. It supports research and innovation in areas such as advanced manufacturing, circular materials, critical raw materials and industrial technologies.
Some topics also address the commercialisation of research results and improved access to technology infrastructure for SMEs and startups.
HORIZON-CL4-2027-02-two-stage: Industry and emerging technologies
Budget: €82.5 million
Topics: 2
First-stage deadline: 2 February 2027
This call follows a two-stage application process and covers two different areas.
The first concerns renewable energy use and energy management in process industries. The second explores new approaches to human–AI collaboration in the workplace.
Applicants should pay particular attention to the specific requirements and deadlines of the two-stage procedure.
HORIZON-CL4-2027-06: Fast Track to Research and Innovation
Budget: €33.6 million
Topics: 2
Deadline: 2 February 2027
This call focuses on research and innovation in industrial technologies, including breakthroughs in the chemical industry.
It offers opportunities for organisations working on new technological solutions with potential industrial applications.
HORIZON-RAISE-2027-01: Automated Scientific Discovery
Budget: €30.5 million
Topics: 3
Deadline: 2 February 2027
This call supports new approaches to scientific discovery, including automated research methods, applications in food research and the development of a Data Lab for Science.
HORIZON-CID-2027-01: Clean Industrial Deal
Budget: €125 million for the HaDEA-managed topic
Opening: 12 January 2027
Deadline: 15 September 2027
Unlike the other calls, this opportunity is not yet open. It focuses on the decarbonisation of energy intensive industries and forms part of the European Union’s wider efforts to support cleaner industrial production.

Finding the right call is only the beginning

An attractive budget and an interesting topic are good reasons to take a closer look, but they are not enough to build a strong proposal. Before starting the application, potential partners should carefully examine the expected outcomes, scope, eligibility requirements and type of action.
The type of action shapes the proposal’s objectives, activities and consortium profile. A Research and Innovation Action (RIA), Innovation Action (IA) and Coordination and Support Action (CSA) each place different emphasis on research maturity, implementation and expected results, so applicants should match their expertise and planned work to the instrument specified in the topic.
Then comes another important question: who will do what?
A Horizon Europe consortium may bring together universities, research institutes, companies and other organisations from several countries. Each partner contributes different expertise, resources and experience. Agreeing on responsibilities early helps avoid confusion later, particularly when several organisations are preparing different sections of the proposal at the same time.
From a good idea to an organised proposal

Anyone who has worked on a collaborative European project knows that proposal preparation involves much more than writing a document. There are partner contributions to collect, sections to review, budgets to discuss and deadlines to meet. Meanwhile, important decisions are being made in meetings, emails and shared documents.
This is where AdminProject can become a useful part of the preparation process.
Rather than managing everything through separate email threads and spreadsheets, a proposal coordinator can bring the team into a shared workspace. For example, the consortium can:
- Assign responsibilities — create tasks for proposal sections, partner contributions and internal reviews, with clear deadlines and responsible people.
- Keep documents organised — store drafts and supporting materials in one place, making it easier to find the latest versions.
- Discuss important decisions — use project discussions to collect feedback, clarify responsibilities and keep a record of agreed changes.
- Follow progress — check which tasks have been completed and which contributions still need attention.

Imagine preparing a Horizon Europe proposal with six partner organisations. While the technical partners work on the methodology, others develop the impact section, prepare their organisational information or contribute to the budget. Having these responsibilities clearly assigned gives everyone a better picture of what needs to be done before submission.
AdminProject does not replace the European Commission’s Funding & Tenders Portal. It simply helps the consortium organise the work that takes place before the final proposal is submitted.
What happens once the project is approved?

Getting funding is an important achievement, but it also marks the beginning of a new phase.
During implementation, the consortium needs to coordinate activities, monitor deliverables and milestones, organise meetings and collect contributions from partners.
When several work packages run simultaneously, teams need a shared structure for responsibilities, deadlines, deliverables and partner contributions. AdminProject can mirror the approved project’s work-package structure to support that coordination.
Work packages can be set up with their corresponding tasks and responsibilities. Partners can follow upcoming deadlines, share documents and provide feedback on ongoing work. The Calendar and Gantt modules offer an overview of planned activities, while the Files and Discussion modules help keep documentation and communication organised.
There is also a dedicated Dissemination module, where partners can record communication activities, attach supporting evidence and generate reports summarising their contributions. Depending on the project’s requirements, other functions, such as Timesheets and Evaluation, may also be useful.
Naturally, Horizon Europe projects have specific contractual, financial and reporting obligations. These must always be followed according to the relevant Grant Agreement and programme rules. AdminProject supports the consortium’s internal management rather than replacing official reporting procedures.
Different programmes, similar management challenges
Although this article focuses on Horizon Europe, many of these organisational challenges are familiar to teams working under Erasmus+, Interreg and other European funding programmes.
The activities and reporting requirements may differ, but the need for clear responsibilities, accessible documentation and effective communication remains.
A research consortium developing a new industrial technology may have very different objectives from a partnership creating educational resources. Yet both need to coordinate people, activities, deadlines and results.
That is precisely the kind of everyday project work AdminProject is designed to support.
Ready to explore the opportunities?
The newly opened Horizon Europe calls offer opportunities for organisations working on research, technology and industrial innovation. The coming months are a good time to review the available topics, contact potential partners and decide where your organisation could make a meaningful contribution.
Start with the right idea and the right consortium. Then make sure everyone knows what needs to be done. After all, European projects are complicated enough without having to search through 200 emails to find the latest version of a document.
Good planning may not win the grant on its own, but it certainly makes the journey easier.
